City Council Approves Development of 10,000+ New Residential Units Across Toronto

Toronto remains committed to expanding and diversifying its housing opportunities, with City Council approving 18 new development projects during its April 2025 meeting. According to UrbanToronto, these projects will introduce 10,261 new residential units across the city, ranging from multi-tower complexes to smaller, more affordable housing developments.
We’ve outlined the key developments below.
Downtown Core & Central Waterfront
Union Park: As one of the largest mixed-use developments in Toronto, designed by Hariri Pontarini Architects for Oxford Properties Group, Union Park was approved for two more residential towers of 61 and 71 storeys, delivering an additional 1,793 units.
111 Peter Street: Industrial Alliance Insurance and Financial Services Inc and Capital Developments received approval for 52 storeys with 852 residential units in Toronto’s Entertainment District. Designed by WZMH Architects, an existing office and retail building will be preserved.
522 University Avenue: Designed by WZMH Architects for Industrial Alliance Insurance and Financial Services Inc., a 64 storey mixed-use tower have been approved, offering 579 condominium units above a retained office building.
Reside on Richmond: Located in Downtown Toronto, 371 residential units throughout a 33-storey building has been approved for Originate and Harlo Capital. At 164 Bathurst Street, Reside on Richmond incorporates a heritage building at its base.
Seaton House Redevelopment: The City of Toronto’s proposal for Phase 1 of this redevelopment, including a 10-storey building, has been approved. This project will replace the existing men’s shelter with more shelter beds, supportive housing units, and a community hub while retaining heritage structures.
Pinnacle Lakeside: Phase 1 of Pinnacle International’s East Bayfront development received approval for an expansion, now including three towers ranging from 15 to 54 storeys, offering 1,261 condominium units.
Midtown
54 Brownlow Avenue: Designed by Sweeny & Co Architects for The Benvenuto Group, this 60-storey development will add 718 residential units to Midtown Toronto.
1220 Yonge Street: Trinity Point Development’s approved plan for this mixed-use 35-storey tower, an increase from the original 22-storeys, offers 270 residential units in Toronto’s Summerhill neighbourhood.
Toronto Lawn Tennis Club: Designed by Williamson Williamson Architects, the 3-storey expansion of the Toronto Lawn Tennis Club clubhouse has been approved.
West End
158 Sterling & 150 Sterling: Both projects are part of Marlin Spring Developments’ Sterling Masterplan. 158 Sterling, on blocks 5B and C, will be 31 storeys with 396 units and 150 Sterling on block 3B, will be 28 storeys with 349 units.
Swansea Mews: Toronto Community Housing Corporation is leading the three-block redevelopment of Swansea Mews, offering approximately 854 residential units.
Etobicoke
2491 Lake Shore Boulevard West: Designed by BDP Quadrangle for Kettlebeck, this 9-storey mixed-use building in Mimico will introduce 151 residential units.
7 Wardlaw Crescent: As part of the City of Toronto’s Housing Now initiative, 51 units will be included in this 4-storey affordable rental building.
North York
Tyndale Green: This masterplan community, designed by KPMB Architects for Collecdev-Markee Developments and Tyndale University, has received approval for 12 buildings, up to 24 storeys, offering 1,511 residential units, including market and affordable rental housing.
150 The Donway West: The approved plans for 150 The Donway West, designed by Diamond Schmitt Architects for Akelius, introduce two rental buildings, 9 and 15 storeys, with 230 units.
1 Broadlands Boulevard: Artlife Developments’ proposal for a 3 storey rental townhouse, bringing 21 units to the Parkwoods neighbourhood, has been approved.
Scarborough
2221 Kennedy Road: Designed by TAES Architect Inc. for VHL Developments Inc., this development includes three townhouse blocks, each 4 storeys with 68 units.
2655 Lawrence Avenue East: This technical reapproval confirms The Mehan Group’s plans for 18 and 28 storey towers, with 412 residential units and townhomes in Midland Park.
